Count 1 On or about 9 May 2002, Officer Rubio rendered a urine specimen which contained methandrostenolone metabolite, an anabolic steroid, thereby violating Chapter 720 ILCS 570/402 by possessing some amount of methandrostenolone on or before 9 May 2002. Count 2 On or about 9 May 2002, Officer Rubio rendered a urine specimen which contained stanozolol metabolite, an anabolic steroid, thereby violating Chapter 720 ILCS 570/402 by possessing some amount of stanozolol on or before 9 May 2002.

Count 1 On or about 8 January 2001, Officer Rubio accompanied Robert Labay to the residence of a police officer who had previously investigated Labay for selling narcotics and /or steroids. Count 2 From February 2001 to the present, or for some period of time therein, Officer Rubio maintained a personal relationship with Robert Labay despite Officer Rubio's knowledge that Labay had been arrested for drug related charges on or about February 16, 2001. Count 3 On or about 9 May 2002, Officer Rubio rendered a urine specimen which contained methandrostenolone metabolite, an anabolic steroid. Count 4 On or about 9 May 2002, Officer Rubio rendered a urine specimen which contained stanozolol metabolite, an anabolic steroid.
