Harbor, Gary, Indiana, Youth Investigator Fredrick D. Peoples took
roulette chips valued at $3,100.00 USC from roulette table #522 and
attempted to flee and was subsequently subdued and arrested, thereby
impeding the Department's efforts to achieve its policy and goals and/or
bringing discredit upon the Department.
