On or about April 21 2015 and/or on or about April 23~ 2015, Police Officer Roy Beard Jr., while off duty and at or near -South Prairie A venue, Chicago, Illinois 60653~ was intoxicated, thereby, a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; and/or b. Engaging in intoxication on or off duty, in violation of Rule 15.

On or about April 22, 2015 and/or on or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near-South Prairie Avenue, Chicago, Illinois 60653, used profane and derogatory language to refer to including "bitch," and/or, "ho" and/qr ,~., and/or "she ain't shit" and/or "this bitch don't do." or words to that effect, thereby, · a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; b. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or c. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about December 26, 2014, Police Officer Roy Beard Jr., while off duty and at or South Dr. Martin Luther King Jr. Drive, Chicago, Illinois 60616, picked up and/or slammed her to the floor causing to suffer neck pain and/or a neck sprain; thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer . Beard knowingly without legal justification caused bodily harm, in violation of Rule I; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with, in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near South Prairie Avenue, Chicago, Illinois 60653, snatched from the hand of twelve year old daughter a cellular phone belonging to the daughter and/or damaged the phone, thereby, a. Violating any law or ordinance, 720 JLCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with daughter, in violation of Rule 1; b. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; c. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or d. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near , South Prairie Avenue, Chicago, Illinois 60653, grabbed and/or threw her to the floor and/or placed his knee to her head and/or held her down with his knee and/ or otherwise engaged in a physical altercation causing one or more scratches and/or knots and/or bruises on face and/or head and/or neck, thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer Beard knowingly without legal justification caused bodily harm, in violation of Rule 1; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with , in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about December 26, 2014, Police Officer Roy Beard Jr., while off duty and at or South Dr. Martin Luther King Jr. Drive, Chicago, Illinois 60616, picked up and/or slammed her to the floor causing to suffer neck pain and/or a neck sprain; thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer . Beard knowingly without legal justification caused bodily harm, in violation of Rule I; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with, in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near South Prairie Avenue, Chicago, Illinois 60653, snatched from the hand of twelve year old daughter a cellular phone belonging to the daughter and/or damaged the phone, thereby, a. Violating any law or ordinance, 720 JLCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with daughter, in violation of Rule 1; b. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; c. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or d. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near , South Prairie Avenue, Chicago, Illinois 60653, grabbed and/or threw her to the floor and/or placed his knee to her head and/or held her down with his knee and/ or otherwise engaged in a physical altercation causing one or more scratches and/or knots and/or bruises on face and/or head and/or neck, thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer Beard knowingly without legal justification caused bodily harm, in violation of Rule 1; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with , in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, at or near~South Prairie Avenue, Chicago, Illinois 60653, Officer Beard failed to comply with directions given to him by Sergeant Kirkland Crossley to stay in a bedroom separate from , thereby, a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; b. Disobeying an order or directive, whether written or oral, in violation of Rule 6; and/or c. Engaging in insubordination or disrespect toward a supervisory member on or off duty, in violation of Rule 7.

On or about April 23, 2015, at or near~South Prairie Avenue, Chicago, Illinois 60653, Officer Beard failed to comply with directions given to him by Sergeant Kirkland Crossley to stay in a bedroom separate from , thereby, a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; b. Disobeying an order or directive, whether written or oral, in violation of Rule 6; and/or c. Engaging in insubordination or disrespect toward a supervisory member on or off duty, in violation of Rule 7.

On or about April 22, 2015 and/or on or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near -South Prairie Avenue, Chicago, Illinois 60653, failed to properly secure his firearm in that the firearm was unsecured in a bedroom of a residence and/or where one or more minors under the age of 14 could have gained access to the firearm, thereby, a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; and/or b. Disobeying an order or directive, whether written or oral, Uniform and Property U04-03, Section X ("Department Approved Weapons and Ammunition"), in violation of Rule 6.

On or about April 21 2015 and/or on or about April 23~ 2015, Police Officer Roy Beard Jr., while off duty and at or near -South Prairie A venue, Chicago, Illinois 60653~ was intoxicated, thereby, a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; and/or b. Engaging in intoxication on or off duty, in violation of Rule 15.

On or about April 22, 2015 and/or on or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near-South Prairie Avenue, Chicago, Illinois 60653, used profane and derogatory language to refer to including "bitch," and/or, "ho" and/qr ,~., and/or "she ain't shit" and/or "this bitch don't do." or words to that effect, thereby, · a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; b. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or c. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, at or near~South Prairie Avenue, Chicago, Illinois 60653, Officer Beard failed to comply with directions given to him by Sergeant Kirkland Crossley to stay in a bedroom separate from , thereby, a. On or about April 22, 2015 and/or on or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near -South Prairie Avenue, Chicago, Illinois 60653, failed to properly secure his firearm in that the firearm was unsecured in a bedroom of a residence and/or where one or more minors under the age of 14 could have gained access to the firearm, thereby, a. On or about April 23, 2015, at or near 5101 South Wentworth Avenue, Chicago, Illinois 60609, Officer Roy Beard Jr., while in custody, sent a text message to cellular phone that contained words to the effect of, "don't sign," thereby, a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2.

On or about December 26, 2014, Police Officer Roy Beard Jr., while off duty and at or South Dr. Martin Luther King Jr. Drive, Chicago, Illinois 60616, picked up and/or slammed her to the floor causing to suffer neck pain and/or a neck sprain; thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer . Beard knowingly without legal justification caused bodily harm, in violation of Rule I; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with, in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near South Prairie Avenue, Chicago, Illinois 60653, snatched from the hand of twelve year old daughter a cellular phone belonging to the daughter and/or damaged the phone, thereby, a. Violating any law or ordinance, 720 JLCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with daughter, in violation of Rule 1; b. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; c. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or d. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about July 31 ~ 2015, Officer Roy Beard Jr. plead guilty to Battery and was found guilty of Battery in the Circuit Court of Cook County, Illinois in that, on or about April 23, 2015, at or near-South Prairie, Officer Beard grabbed and threw her to the floor placing his knee to her head causing injury, thereby, a. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near , South Prairie Avenue, Chicago, Illinois 60653, grabbed and/or threw her to the floor and/or placed his knee to her head and/or held her down with his knee and/ or otherwise engaged in a physical altercation causing one or more scratches and/or knots and/or bruises on face and/or head and/or neck, thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer Beard knowingly without legal justification caused bodily harm, in violation of Rule 1; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with , in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about December 26, 2014, Police Officer Roy Beard Jr., while off duty and at or South Dr. Martin Luther King Jr. Drive, Chicago, Illinois 60616, picked up and/or slammed her to the floor causing to suffer neck pain and/or a neck sprain; thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer . Beard knowingly without legal justification caused bodily harm, in violation of Rule I; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with, in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about December 26, 2014, Police Officer Roy Beard Jr., while off duty and at or South Dr. Martin Luther King Jr. Drive, Chicago, Illinois 60616, picked up and/or slammed her to the floor causing to suffer neck pain and/or a neck sprain; thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer . Beard knowingly without legal justification caused bodily harm, in violation of Rule I; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with, in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

Violating any law or ordinance, 720 JLCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with daughter, in violation of Rule 1; b. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; c. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or d. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near , South Prairie Avenue, Chicago, Illinois 60653, grabbed and/or threw her to the floor and/or placed his knee to her head and/or held her down with his knee and/ or otherwise engaged in a physical altercation causing one or more scratches and/or knots and/or bruises on face and/or head and/or neck, thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer Beard knowingly without legal justification caused bodily harm, in violation of Rule 1; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with , in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.

On or about April 23, 2015, Police Officer Roy Beard Jr., while off duty and at or near , South Prairie Avenue, Chicago, Illinois 60653, grabbed and/or threw her to the floor and/or placed his knee to her head and/or held her down with his knee and/ or otherwise engaged in a physical altercation causing one or more scratches and/or knots and/or bruises on face and/or head and/or neck, thereby, a. Violating any law or ordinance, 720 ILCS 5/12-3(a)(l), Battery, in that Officer Beard knowingly without legal justification caused bodily harm, in violation of Rule 1; b. Violating any law or ordinance, 720 ILCS 5/12-3(a)(2), Battery, in that Officer Beard knowingly without legal justification made physical contact of an insulting or provoking nature with , in violation of Rule 1; c. Engaging in any action or conduct which impedes the Department's efforts to achieve its policy and/or goals and/or bringing discredit upon the Department, in violation of Rule 2; d. Engaging in disrespect to or maltreatment of any person, while on or off duty, in violation of Rule 8; and/or e. Engaging in any unjustified verbal or physical altercation with any person, while on or off duty, in violation of Rule 9.
