John K. Holden

On or about January 5, 1996, Detective John K. Holden obtained information from Alderman Evans regarding his unlawful actions and failed to promptly notify the Department.

During January 1996, Detective John K. Holden, engaged in secondary employment as an attorney and represented Alderman Jesse Evans in a criminal matter, and as a result impaired the efficiency and capability of Detective Holden as a Chicago Police Detective in violation of General Order 89-8 § IV (F) when he refused to answer questions in his statement to the Internal Affairs Division based on "attorney-client" privilege.

During January 1996, Detective John K. Holden, engaged in secondary employment as an attorney and represented Alderman Jesse Evans in a criminal matter which ultimately brought the Chicago Police Department into disrespect in violation of Department General Order 89-8 § IV (I), when he testified on December 23, 1996 in U.S. v. Evans.

During January 1996, Detective John K. Holden, engaged in secondary employment as an attorney and represented Alderman Jesse Evans in a criminal matter which resulted in Detective Holden's failing in his primary obligation to the Chicago Police Department to enforce the law, in violation of Department General Order 89-8 § III (A).

On December 17, 1997, Detective John K. Holden failed to cooperate in the Complaint Register Number 231830 investigation when he failed to answer questions put to him by Sergeant K. Rowen, Internal Affairs Division, thereby violating General Order 93-3, Addendum 2-II-2.

On December 17, 1997, Detective John K. Holden, during a formal statement in the Complaint Register Number 231830 investigation improperly refused to answer all questions put to him regarding the criminal activities of Alderman Evans based on attorney-client privilege, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

During January 1996, Detective John K. Holden, while engaged in secondary employment as an attorney, represented Alderman Evans in a criminal matter and failed his primary obligation to the Chicago Police Department, thereby failing to promote the Department's efforts to implement its policy and/or accomplish its goals.

On December 23, 1996, Detective John K. Holden testified before the Honorable Judge Elaine Bucklo in the case or U.S. v. Evans, in which Judge Bucklo found that Detective Holden's testimony was unbelievable and incredible, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On or about January 5, 1996, Detective John K. Holden obtained information from Alderman Evans regarding illegal activities committed by him and failed to notify the Department of Illegal Activities, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On November 1, 1996, Detective John K. Holden failed to cooperate with Special Agent Karmik, Federal Bureau of Investigations, when Detective Holden declined to inform Special Agent Karmik of the conversation that took place between Alderman Evans and himself on January 5-6, 1996, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On December 17, 1997, Detective John K. Holden, during a formal statement in the Complaint Register Number 231830 investigation improperly refused to answer all questions put to him regarding the criminal activities of Alderman Evans based on attorney-client privilege, thereby impeding the Department's effort to achieve its policy and goals and/or bringing discredit upon the Department.
