Melva Bradford

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Official Misconduct in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, in violation of Chapter 720 ILCS 5/33-3(c).

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Official Misconduct in that Lieutenant Melva Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application of Sergeant Bradford's late husband, Robert Bradford, relative to registration number 083815, a public record, in violation of Chapter 720 ILCS 5-33-3(c).

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration unit, commited the offense of Tampering with Public Records in that Lieutenant Bradford altered and/or tampered with public records by instructing and directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the October 8, 1993 Firearms Registration Application in violation of Chapter 720 ILCS 5/32-8.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Tampering with Public Records, in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the September 1, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, in violation of Chapter 720 ILCS 5/23-8.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Tampring with Public Records in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Sergeant Bradford's late husband, Robert Bradford, relative to registration number 083815, a public record, in violation of Chapter 720 ILCS 5/32-8.

During the period of on or about September 1, 1993 through on or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, engaged in the altering and/or forging of Firearms Registration Application records of her late husband, Robert Bradford and her son Robert T. Bradford, in violation of Chapter 8-20-180 b of the Chicago Municipal Code.

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Official Misconduct in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the October 8, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, in violation of Chapter 720 ILCS 5/33-(c).

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Obstructing Justice, in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, and forwarded the false and altered information to the office of the Cook County State's Attorney when said office subpoenaed this information, which was physical evidence in a criminal case pending against her son, Robert T. Bradford, in violation of Chapter 720 ILCS 5/31-4(a).

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Obstructing Justice, in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the October 8, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 08315, 1 public record, which was physical evidence in a criminal case pending against her son, Robert T. Bradford, in violation of Chapter 720 ILCS 5/31-4(a).

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Obstructing Justice, in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Neely Dyer, to alter and falsify the September 1, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, which was physical evidence in a criminal case pending against her son, Robert T. Bradford, in violation of Chapter 720 ILCS 5/31-4(a).

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, committed the offense of Obstructing Justice, in that Lieutenant Bradford altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Neely Dyer, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's late husband, Robert Bradford, relative to registration number 083815, a public record, which was physical evidence in a criminal case pending against her son, Robert T. Bradford, in violation of Chapter 720 ILCS 5/31-4(a).

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and or directing her subordinate Police Officer Diane Dyer Neely, to alter and falsify the October 8, 1993 Firearms Registration Application record of Lieutenant Bradford's son, thereby using her official position for personal gain or influence.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the September 1, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, thereby using her official position for personal gain or influence.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's late husband, Robert Bradford, relative to registration number 08i3815, a public record, thereby using her official position for personal gain or influence.

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, and forwarded the false and altered information to the office of Cook County State's Attorney when said office subpoenaed this information, which was physical evidence in a criminal case pending against her son, Robert T. Bradford, thereby using her official position for personal gain or influence.

On or about June 28, 1995, Lieutenant Melva Bradford Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, and forwarded the false and altered information to the office of the Cook County State's Attorney when said office subpoenaed this information, which was physical evidence in a criminal case pending against her son, Robert T. Bradford, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the October 8, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered or tampered with public records by instructing and/or directing her subordinate Police Officer Diane Dyer Neely, to alter and falsify the September 1, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration 083815, a public record, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's late husband, Robert Bradford, relative to registration number 083815, a public record, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On or about June 28, 1995, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate, Police Officer Diane Dyer Neely, to alter and falsify the October 8, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, thereby altering a Department record or information concerning police matters.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate Diane Dyer Neely, to alter and falsify the September 1, 1993 Firearms Registration Application record of Lieutenant Bradford's son, Robert T. Bradford, relative to registration number 083815, a public record, thereby altering a Department record or information concerning police matters.

From on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, altered and/or tampered with public records by instructing and/or directing her subordinate Police Officer Diane Dyer Neely, to alter and falsify the Firearms Registration Application record of Lieutenant Bradford's late husband, Robert Bradford, relative to registration number 083815, a public record, thereby altering a Department record or information concerning police matters.

The Department did not prove that from on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of the Gun Registration Unit, processed or caused to be processed the October 8, 1993 Firearms Registration Application of her son, Robert T. Bradford, under registration number 083815 and failed to collect and/or process the necessary fee as required by Chicago Municipal Code, Chapter 8-20-180.

The Department did not prove that from on or about September 1, 1993 through on or about October 8, 1993, Lieutenant Melva Bradford, Commanding Officer of teh Gun Registration Unit, proceeded or caused to be proceeded the September 1, 1993 Firearms Registration Application of her son, Robert T. Bradford, under registration number 083815 and failed to collect and/or process the necessary fee as required by Chicago Municipal Code, Chapter 8-20-180.
