William R. O'Neil

On or about October 24, 1997 and/or in August 1998, Investigator 11 William R. O'Neil of the Office of Professional Standards, committed the offense of Sexual Exploitation of a Child, in that he, in the presence of a child under 18 years of age, and with intent or knowledge that a child would view his acts, engaged in a sexual act or exposed his sex organs, anus or breast for the purpose of sexual arousal or gratification of such person or the child, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On or about October 24, 1997 and/or in August 1998, Investigator 11 William R. O'Neil of the Office of Professional Standards gave to, or caused to be given to, Mohyammed Eid, a child under 18 years of age, an adult pornographic video, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On or about October 24, 1997 and/or in August 1998, Investigator 11 William R. O'Neil of the Office of Professional Standards gave to, or cause to be given to, Khalil Zahran, a child under 18 years of age, an adult pornographic video, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On or about September 8, 1998, Investigator 11 William R. O'Neil of the Office of Professional Standards, gave a Fraternal Order of Police Decal to another, thereby impeding the Department's efforts to achieve its policy and goals and/or bringing discredit upon the Department.

On or about October 24, 1997 and/or in August 1998, Investigator 11 William R. O'Neil of the Office Professional Standards, committed the offense of Sexual Exploitation of a Child, in that he, in the presence of a child under 18 years of age, and with intent or knowledge that a child would view his acts, engaged in a sexual act or exposed his sex organs, anus or breast for the purpose of sexual arousal or gratification of such person or the child, in violation of Chapter 720, Section 5/11-9.1 of the Illinois Compiled Statues.

On or about October 24, 1997 and/or in August 1998, Investigator 11 William R. O'Neil of the Office of Professional Standards, committed the offense of Distribution of Harmful Material, in that he knowingly distributed and/or exhibited to Mohammed Eid, a child under 18 years of age, an adult pornographic video, in violation of Chapter 720, Section 5/11-21 of the Illinois Compiled Statues.

On or about October 24, 1997 and/or in August 1998, Investigator 11 William R. O'Neil of the Office of Professional Standards committed the offense of Distribution of Harmful Material, in that he knowingly distributed and exhibited to Khalil Zahran, a child under 18 years of age, an adult pornographic video in violation of Chapter 720, Section 5/11-21 of the Illinois Compiled Statues.

On or about September 7, 1998, in the vicinity of 63rd & St. Louis, Chicago, Illinois, Investigator 11 William R. O'Neil of the Office of Professional standards gave a Fraternal Order of Police Decal to another in violation of Chapter 720, Section 5/170-2(a) of the Illinois Compiled Statues.
