248984, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit
upon the Department.

That on or about October 16, 1997, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number
240835, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit
upon the Department.

That on or about December 16, 1997, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 242060, thereby engaging in any action or conduct which
impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about January 30, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number
243046, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about January 30, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 243046, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about February 9, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 243227,, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about February 11, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 243303, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about February 23, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 243551, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about March 26, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 244239, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about May 6, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 245092,, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about August 26, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 247918, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about September 15, 1998, OPS Investigator II Rotroff, submitted a false report regarding the investigation of Complaint Register Number 248402, thereby engaging in any action or conduct which impedes the Department's efforts to achieve its policy and goals, or bringing discredit upon the Department.

That on or about October 7, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Cynthia
Hendrix, regarding the investigation of Complaint Register Number 248984 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about October 16, 1997, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Mary Ventrice, regarding the investigation of Complaint Register Number 240835 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about December 16, 1997, UPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Curtis Hicks, regarding the investigation of Complaint Register Number 242060 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about December 23, 1997, UPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Larry Easton, regarding the investigation of Complaint Register Number 242226 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about January 30, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Sharlene Ray, regarding the investigation of Complaint Register Number 243046 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about February 9, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Katherine Scott, regarding the investigation of Complaint Register Number 243227 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about February 11, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Phillip
Esparza, regarding the investigation of Complaint Register Number 243303 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about February 23, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Darrell
Stamps, regarding the investigation of Complaint Register Number 243551 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about March 26, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Wanda
Carrasco, regarding the investigation of Complaint Register Number 244239 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

Carrasco, regarding the investigation of Complaint Register Number 244239 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

Sparks, regarding the investigation of Complaint Register Number 244239 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

Borowiak, regarding the investigation of Complaint Register Number 245092 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about August 26, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Jesse
Jones, regarding the investigation of Complaint Register Number 247918 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.

That on or about September 15, 1998, OPS Investigator II Rotroff submitted a report indicating that he sent a certified letter to a Complainant, Joseph Sabato, regarding the investigation of Complaint Register Number 248402 when, in fact, no certified letter was sent, thereby making a false report whether written or oral.
